Asbestos is a naturally occurring mineral once widely used in insulation, fireproofing and construction materials. However, asbestos fibres are a serious health hazard when inhaled as dust. Exposure is linked to lung cancer, scarring of lung tissue, and cancers of the chest and abdominal lining. Because of these risks, asbestos is classed as a Category 1 carcinogen and strict regulations govern its handling, removal and disposal.
The removal and disposal of asbestos is a highly specialised process and must only be carried out by trained contractors under controlled conditions. Improper removal greatly increases the risk of fibre inhalation.

Regulatory Compliance
All asbestos work in Ireland is governed by the Safety, Health and Welfare at Work (Exposure to Asbestos) Regulations 2006 and subsequent amendments. Key requirements include:

Notification to the Health and Safety Authority (HSA) is required in advance of certain asbestos removals

High-risk asbestos containing materials (ACMs) such as lagging and insulating board must be removed under strictly controlled conditions and independently certified safe before reoccupation

All asbestos waste must be transported and disposed of in compliance with TFS Regulations

Industry Guidance
The Health and Safety Authority provides clear guidance for homeowners, businesses and contractors on asbestos risks and responsibilities. In March 2022, the HSA highlighted that asbestos continues to pose a significant risk in buildings constructed before 2000, and reminded duty holders of their responsibilities in identifying and safely removing ACMs before refurbishment or demolition.
